Color Passport Photo Requirement to be Implemented Beginning January 2022
In a move to enhance security and accuracy of identification documents, the Department of State announced today that all passport photos submitted with applications must be in color starting January 1, 2022. The new requirement, aimed at increasing the effectiveness of facial recognition technology used in passport verification, is expected to streamline the passport application process and reduce the risk of identity theft and fraud.
The decision to implement color passport photos comes after years of research and testing by the Department of State, which found that colored photographs provide better quality images for facial recognition systems compared to black and white photos. This change is part of the department’s ongoing efforts to modernize the passport application process and improve overall security measures.
“We are excited to announce the implementation of color passport photos as a new requirement for passport applications,” said Secretary of State Anthony Blinken. “This change will help us better protect the identity of American citizens and enhance the security of our passport system.”
The new requirement will apply to all passport applications submitted on or after January 1, 2022. Applicants are encouraged to follow the guidelines provided by the Department of State for taking and submitting color passport photos. These guidelines include specifications for photo size, background color, and image quality, among others.
“We understand that this change may require some adjustment for applicants who are used to submitting black and white photos,” said Blinken. “However, we believe that the benefits of implementing color passport photos far outweigh any inconvenience it may cause.”
To help facilitate the transition to color passport photos, the Department of State will be providing guidance and resources to applicants through its website and passport application centers. Additionally, passport acceptance facilities across the country will be equipped to accept and process color photos starting January 1, 2022.

The implementation of color passport photos is just one of many changes that the Department of State has implemented in recent years to improve the security and efficiency of the passport application process. In 2020, the department introduced a new online application system to streamline the application process and reduce processing times.
